This scheme is no doubt a sound one but this is scarc &– ¦

ly the time for the Govt. of H.K. to spend a quarter

of a million dollars, unless postponement is very

deleterious. I see the desp. is dated 12 Aug. well

after the war broke out, though the original date

was 31 July. Probably the Gov. held it back to con-

sider this point of view. I would approve the scheme

but say that S. of S. considers it should be post-

poned for the present if possible, until the outlook

is more assuredja
